Amazingly few fatalaties for a major bridge going down. Having half of it closed down may have saved a lot of lives. And bumper to bumper assured no one piled up at 60 miles an hour.
The cell networks are basically trash, presumably overload. Trick in these situtations, obviously, landline is the first choice, but SMS can often get through when voice calls can't. SMS uses the control channel -- which is why it's limited to ~160 chars, so even if you can't get a full voice channel, you can still the really important message out.
