In my quest to watch all the movies on Leonard Maltin's 4-star list, I saw Fox and his Friends a couple of nights ago. It's deeply depressing in some ways, but it passes the nekkid men test with flying colors.
I'm not sure who you mean by "he," but Fox and his Friends is a 1975 German movie by Rainer Werner Fassbinder -- thus the full frontal nudity that you wouldn't see in the U.S.
Ebert doesn't rate it as highly as Maltin, but his review is available online:
