I have my own theory, an idea alluded to in the article, as to why Trump has a particular animus against Minnesota which also explains his sending in ICE to Maine as well (hardly, unlike Minneapolis, a hotbed of immigrants). They're not only both blue states, but they in particular have governors whom Trump really hates.

Portland and Minneapolis are his 'small' city trials; LA and Chicago were his 'big' city trials. He hates so many, it's hard to argue either way. Walz & Omar (my rep) are high up on his list. George Floyd and the riots, Feeding Our Future grift (that he didn't benefit from), Somalis, a Muslim Black attorney general, the metro area that turns the state blue, the list goes ever on.
