I have my own theory, an idea alluded to in the article, as to why Trump has a particular animus against Minnesota which also explains his sending in ICE to Maine as well (hardly, unlike Minneapolis, a hotbed of immigrants). They're not only both blue states, but they in particular have governors whom Trump really hates.
