I believe there is a bit buried in the Election Reform Act that the Repthugs passed which requires electronic machines (for the handicapped, dontchaknow) by some set date. It's probably the first time the Repthugs have done anything for the handicapped in recorded memory, and it's probably more in Diebold's interest than anyone else.
