Curiously enough, I was just pricing 2T, 3T, and 4T external hard drives earlier tonight, comparing $/T on both Portable and Desktop drives. Found some good prices at Microcenter on 5T desktop drives, too, but I've been advised against anything larger than 4T at this time.
The best price I found on a desktop drive was $28/T. Highest price point I'll consider is $45/T for the WD Passport Ultra portables. At $37.50/T, that 4T portable Seagate drive you linked to looks pretty good.
I have to buy a couple of drives immediately, and am likely to wait for Black Friday/Cyber Monday sales for the bulk buy. (Something along the lines of 33T in all. Plus, um, maybe a couple more....)
You and your buddies with spare, reliable 2T portable backup drives once you upgrade to 4Ts are welcome to donate them to the Video Archeology project I'm working on. :-) We can even get you a donation letter; it's all being done under a 501(c)3.
