A quick scan of the first footnote in the Election Document suggests that the author is not a mathematician. Or, if they wrote what they meant, that their definition of voter turnout is seriously flawed.
Otherwise, I think someone should send this report along to the Online RISKS Forum - it's a valuable analysis of what went right and what went wrong during a presidential election.
