Slush

I read the s-f and fantasy slush pile for Dell Books for a while in summer of 1979 (stuck in New York City for a while after the breakup of a band I was in on the road) and can confidently say that all of these are far more literate than 90% of the manuscripts I read. The typical slush pile manuscript is incoherent and bizarre compared to all of these. Even so, the blogger made some excellent points.

I have to agree. I read slush for a semester for Graywolf Press and got a lot of weird stuff that made you pretty sure the author hadn't even read the submission guidelines.
