Nuclear regulator, nothing. These things should be decided by the free market, who can allow power plants to have as much or as little protection against events likely and unlikely as the investors desire. And if something goes wrong and lots of people die, well then the free market will vote with its money and punish the offender by obliging him to fly his private jet to his offshore tax haven where he will sulk for a while before reincorporating under a different name and showing up somewhere else.
