It's difficult to tell from a photo, but that looks like only part of a duck, with most of The Good Stuff (breast, thighs, & drumsticks) removed (perhaps already eaten), and the relics being made into soup/stock. But for me, at this stage, there'd be considerably less water (just enough to cover, not float/paddle around), and some companions in the way of onions & maybe carrots & celery (all with at least some of the tops, if it's to be strained for a clear broth). I don't know how authentically Vietnamese that would be, if you're planning on pho broth, but I think it tastes even better that way.
[Memo to self: Pop over to Arcadia early some morning next week to get a new external modem to bring the newer computer back online, and on the way home, after dim sum, pick up a roasted duck, and some star anise (which I'm either out of, or have misplaced in all the kipple).]
Someone has very stringent rules about stock. One onion, burned or not, may be added to some stock. Star anise may be added to beef after the beef is par boiled and rinsed. Alles else ist verboten -- or bound for the sink.
Someone probably makes superb stock (and pho) that way. It's just that I generally aim for a richer & more complex flavor. And having a small vegetable garden (only about 10 x 20 feet, but intensely-planted) means that I usually have excess vegetables... and memory of childhood poverty during The (previous) Great Depression means that I have a real horror of wasting food. (Repeating, firmly, "Compost is a good use for organic material" doesn't always work. Mind you, I've just thrown out the contents of two glasses of Peach Jam, dated July 23 1988, that were uncovered during housecleaning -- but only because the wax pulled away from the sides and the hard-as-a-rock jam doesn't taste a bit peachy.)
