Howso "wrong", in your opinion? Not that I'm disputing the conclusion, but that shellac might more correctly be called "a resin-like material", and that scale insects produce a protective coating that seems more like a shell than like the fibrous material one commonly thinks of when "cocoon" is mentioned.
