For patriotic Americans, at least, the prediction of the winner seems to me to be a no-brainer.
"The United States Government" would get it, hands-down.
That would be bi-partisan, too -- many conservatives would say The Government has done (or is plotting to do) too much, while a (probably much larger) number of moderates & liberals would say that it has not done (and apparently is not planning to do) nearly enough. And that goes for almost every field of governmental activity I can think of. *sigh*
