What is apparent from the story is that, rather, he didn't want the police to protect someone he wanted to attack.

This is all part of the neocon plan. Spread lots of heavy weapons throughout the population then get your shills to incite ever increasing levels of violence. Keep the good people of America on edge and off-guard and stay on course, there's still plenty of institutions left to loot, and the more chaotic things become, the easier the looting gets.
