It's a reference to the "Life's better under a conservative" poster, which is clearly positioning itself as "conservatives are better in bed" and being conservatives the man would very likely be the one doing the screwing.
I really get the impression that one is a parody of the Republican Party. I suppose they've gotten so ridiculous by now that they're indistinguishable from satire... therein lies madness.
Self parody, unfortunately. Like William Shatner without charm. Not all conservatives, mind you, but I warrant that the people who make these things believe it, and conservative humorists do not have the best record for wit, irony, or, really, humor of any type.
