I don't quite understand your Subject line. My impression is that Gov. Walker has has already disbursed Wisconsinites' lunch (as well as dinner) money, in the form of not taxing some of his richest supporters. So far, breakfast (as long as it's no more than toast & coffee) seems to be safe ... for a while.
