As I understand it, Collins wanted the spending to be part of the regular budget, not a one-time thing in the stimulus bill. I could be wrong.

36,000 people die in the U.S. every year from the ordinary flu, and no one panics. I was just saying to P this morning as I took him to work that this is another example of people getting hysterical about the rare and ignoring the familiar.
