Wow, somebody out there remembers Clifford Simak! I went to see if that was just your reference, and was very pleased to find that the article actually refers to him and to Way Station.

I am fairly certain silcon sprays have been available for about 40 years, perhaps more. My brother in law used to sell them in Canada for a US firm called Kem chemicals back in the 1970s. He would sell it to fire departments to use on their visor/face masks to repel water. We used it on my table hockey set, including the puck. The game was a lot faster (and tricker) after that.
